I believe that the quote was a statement to contrast and compare, which is a question that many College instructors require students to answer in class.

it is quite disturbing that a couple guys on here were former law enforcement officers on the nassau job and can read this article and not be able to comprehend that he is talking about abuse of overtime for all law enforcement personnel and not just IAB... this guy thinks he is going to save the world or in this case money, what a clown.

He is quite interested in saving the job as much in O.T. Costs as possible. I've worked with guys in the past who have worked with him. He takes it as an affront that you "pad your pension" with O.T. And has been noted on several occasions as saying so. The article does appear to jump around from the ranks of IAB to the "regular" patrol force so I can see the mis understandings as to exactly who he is talking about as far as O.T. "Abuse". Trust me IAB is not handing out C.D.'s to its members for paperwork mistakes. When I was in the city I got one for an incomplete 61 on a burglary arrest that closed out 4 burgs, my Lt went ballistic when the cheese eating assistant ICO issued it and it was quite amusing listening to my old LT ask this sgt if he even knew how to process an arrest. He went on to tell the sgt that if he would be issuing his squad guys CDs for working then he would be keeping a close eye on this sgt making sure his every move was documented and justified. CDs for my squad dropped precipitously after that talk I might as. Best Lt I ever had, he actually just retired after 30 plus years a few years back. Job lost a good Lt.

The 1st sentence above is what he's talking about & he gives an example of it with the 2nd sentence... That's called reading comprehension & You FAILED. He goes on to say right after the 2nd sentence the following statement... “Some overtime was borderline abuse,” Reznick writes.
He references a March 27 meeting at which he told the commanding officers of five IAB groups that he wasn’t happy with recent arrests.
“They are supposed to be proactive measures, not overtime measures,” he writes.
“I will not tolerate overtime abuse or short cuts.
“High standards and strong integrity remain as the foundation for everything we do.”
Reznick also said in the memo that too much police paperwork was incomplete.
“And to think that hundreds of [command disciplines] have been issued to subject officers for the very same thing,” he notes.
In 2011, IAB conducted 552 operations that led to 1,015 arrests so prisoners could be quizzed about police corruption, according to an IAB report also obtained by the News.
There were 599 such operations conducted in 2012, with 953 arrests made, the report said.
It IS CLEAR when you read it as whole & not pick snippets out of it that he is talking about the RATS & NOT the patrol cop.

Management in the city and in the county are terrified of overtime. It's one thing that comes in way over budget every year, there is a real possibility that the city will have to pay retro on the cops OT. There is no way of the, knowing how much it is going to be.

They might not be able to stop cops from making collars but they can harass and go after cops after the fact. Your one of the few thinking he is ONLY talking about IAB. That article talks about weed collars that could be given appearance tickets, more likely they ment C summonses. He talks about quality collars over collars for OT. This is something for cops on patrol to think about. They don't want active cops. No 250's, no collars that don't have to be made.
