Anyone know what department this hat came from? The word 'Excelsior' is in the design.

Garden City...Glen Cove...? Number too high for number of cops on forces...the bill of the cap looks a little large

It looks like Suffolk's cap device.
Exacly like it, right down to the numbers.

It looks like Suffolk's cap device. Exacly like it, right down to the numbers. You may be on to something civi. I couldn't locate many photos on the net. This is the best one I could find. If you enlarge the photo with your browser you can see the details. One thing is different though. The female figures are reversed. I would like to locate the owner of this hat. It was found back in the 80's and I ran checks on it but it was a no go. I had no idea what department issued it. Now with the Internet there's a much better chance of making an ID.

Unless it was found in the VERY late 80's, it's not Suffolk's. They run shield numbers consecutively and I don't think they got to the 4500s that early, but it's possible. Then again, I could be wrong. A friend hired in '96 had a 51xx shield so now I'm rethinking that. I know there are Suffolk guys here that can shed some light on the shield numbers.
