I would like to inform all of our active and retired members of an impending deadline for those of you that participated in the rescue, recovery, and clean up, directly related to the attack on the World Trade Center (WTC) on September 11, 2001.
If you participated in any capacity, at any of the qualifying sites, you Must file a notice of participation with the New York State Retirement System. This includes time periods commencing with the attack on the WTC, up until one year following the attack (9/12/02).
It is very important to understand that you do not have to be suffering from any condition, disability, or disease to file this notice of participation. The act of filing ensures that if you do become ill you will be entitled to WTC Accidental Disability Presumption benefits. You Must file this form with the retirement system on of before September 11, 2015 in order to be eligible for these benefits in the future. If you fail to file these forms and become ill after 9/11/15, you will NOT be eligible to receive these benefits.
It's also important to note that this notice of participation is different from the NYS Workers' Compensation Board registration (WTC-12) that expired on 9/11/14. In addition, some members are of the belief that the police department filed these forms on their behalf. That is not true. It is incumbent on each member to file their individual registration/notice of participation with these state agencies.
I have attached the WTC notice of participation (RS 6047-N) that must be filed by 9/11/15. If you are unsure that you previously submitted this form to the retirement system, then I would urge you to submit or re-submit this form. The form may also be downloaded from the NYS Comptroller's website.
