No audio, and what the reporter states doesn't seem 100% accurate as to what you see in the video. Some of the accusations are also heresay. I'll take the word of the cop WAY before I take the word of a sensationalizing reporter.

I've got no sympathy for this guy. None at all.
Hotel security called the police. Why? Obviously because this douche had too much to drink, probably tried to get into the wrong room and was causing a major scene in their lobby. Without audio, who knows what happened? I'm not sure the PO was on the scene for 16 seconds, as much as he was in front of the camera for 16 seconds.
Picture this possibility:
PO: Sir, you're going to have to calm down and lower your voice. And let me see your hands. Perp: fvck YOU! PO: I'm going to tell you one more time, let me see your hands and lower your voice. Perp: fvck YOU! I DON'T HAVE TO LISTEN TO YOU, BLAH BLAH BLAH PO: You're under arrest for disorderly conduct. Turn around and... Perp: NO fvckIN WAY! fvck OFF. [PO takes necessary measures in using force to gain compliance.]
I don't think that's too far fetched.
And I HIGHLY DOUBT his friend was told if he didn't stop recording he'd be tased. Probably more like "if you don't back away I'm going to tase you." The guy was practically on top of his buddy when the PO had him on the floor. That's the last thing this PO needs is to have to deal with this asshole too who could be thinking about helping his friend, overpowering the cop, taking his gun, etc.
While the video has since been taken down, did I hear that he missed work for "a couple of months due to scratches he received during the incident"? A couple of MONTHS?! For scratches?? I'm thinking your loss of wages part of the lawsuit is going to go over too well.
So far, absent any audio, I don't think this PO did anything wrong. And I'm frankly surprised at the police chief for allowing the media (cameras and all) to show him the video for the first time and have him comment. I think I'd say something like, "send me the video, I'll review it. And we're going to subpoena the other guys phone to view that video too so we know it wasn't edited. Then I'll have PIO get back to you. Thanks for calling."
