I guess CHIEF RODNEY thought a summary arrest was best.
Way to throw the officer under the bus.
Hope there is more to this, escalation of force and RCTB appear to be present.

CHARLOTTE, N.C. —Charlotte-Mecklenburg police say an officer who shot and killed an unarmed man Saturday has been charged with voluntary manslaughter.
Ofc. Randall Kerrick was charged in connection with the death of Jonathan A. Ferrell, 24, around 2:30 a.m. on the city's east side. His first court appearance was scheduled for Monday.
Ferrell, a former Florida A&M University football player, was shot several times and died at the scene. An investigation determined the shooting was excessive, police said in a statement.
Two other officers at the scene were placed on paid administrative leave pending the outcome of an investigation.
The incident began when officers responded to a breaking and entering call. A homeowner had opened her door, thinking her husband was knocking. When she discovered someone else was knocking, she closed the door and called 911.
Officers at the scene found Ferrell not far from the home, and he matched a description given by the homeowner, police said.
As officers approached Ferrell to investigate the original call, Ferrell ran toward the officers and was hit with a Taser, police said. After Ferrell kept running toward police, Kerrick opened fire, police said.
Charlotte-Mecklenburg Police Chief Rodney Monroe said in a news conference that he didn't think Ferrell was trying to rob the woman. Instead, investigators believe Ferrell was trying to get help after apparently crashing a vehicle. A wrecked car was found down an embankment in nearby woods.
Kerrick turned himself in and is "devastated," Monroe said. Kerrick has been with Charlotte-Mecklenburg police since April 2011.
Ferrell was a safety at Florida A&M in 2009 and 2010.
Does that matter, or does it matter what the officer thought?
Distressing
