It seems like every pursuit is called off before any questions are asked. Can anyone tell me if we even have one? Why wouldnt they take off when they know we will immediately call it off?

We used to have one. But in the present climate, zero pursuits is probably the unofficial policy in the Supervisor's minds.

Then the cop pursuing has to say over the radio why he is. But when a cop says they are following for VTL's and nothing else then it will be called off. And yes times have changed and not necessarily for the better.

Read the policy it's been amended several times in the last couple years. The last amendment came after a pursuit that went from Queens to Suffolk then ended in Brooklyn a few RMP'S were wrecked after about a six bosses called it off and the cops ignored them the Chiefs said we were a bunch of Rouge cops and tightened up the reigns.
