Nassau County's newest police recruits hit the streets last week for the first time without some required equipment like raincoats and traffic vests, which union officials said could potentially put the rookie officers in danger and hurt morale.
Police Benevolent Association President James Carver said in a letter Wednesday to Acting Police Commissioner Thomas Krumpter that police recruits had begun field training without being provided "raincoats, duty jackets and turtleneck shirts," which he called "disgraceful." Additionally, Carver said, many were not issued traffic safety vests -- equipment that won't be delivered for another 30 days.
"How does that affect morale?" Carver asked in an interview Monday. "You're a brand new cop, you come out of the academy, all piss and vinegar, and it's raining and you don't even have a raincoat. . . . This is totally unacceptable. Who's doing the thinking there? You can't get this simple thing right, how are you supposed to do the big things? There is a breakdown here."
Krumpter, in an interview Monday, said the department placed all of the equipment orders well in advance, but there was a "delay" in providing the trainees with raincoats because of a procedural issue during the county-mandated bidding process. Additionally, the police academy's schedule was expedited from the usual eight months to about six months to get officers on the street faster, speeding up the typical timeline for ordering the items.
"The raincoats were delayed two weeks," said Krumpter. "Am I happy about the situation? No, I'm not happy. . . . We had to go through the normal procurement process. It's not like going into Macy's and buying a coat. They will get all of their equipment prior to graduation. We have it taken care of."
The equipment brouhaha comes as the department is poised to begin a new police training academy class Friday. The department has issued 75 offer letters, Krumpter said.
The current 130 trainee officers, who began at the police academy in May and are expected to graduate in early November, have been provided all of the necessary equipment -- protective vests, service weapons -- to participate in field training, which puts them on patrol with veteran officers for about six weeks, Krumpter said.
Krumpter said the duty jackets -- essentially winter coats -- and turtlenecks were ordered earlier this year and will arrive shortly, but he said it's not cold enough for officers to wear them now anyway.
The police department still has not received the 250 safety vests it ordered April 15 from Oceanside-based The Strong Group Inc. at a cost of $6,375, but Krumpter said officers were provided retirees' vests until the new ones arrive.
Krumpter said the Toronto, Canada-based manufacturer of the raincoats, Outdoor Outfits, has assured him the July 1 order of 250 coats at a cost of $33,675 will arrive in a week or two. He said another company put in a competing bid for a different jacket -- which delayed the process -- but the county's procurement office ultimately rejected the bid.
Carver said he was not satisfied with the explanations: "There should be no excuse. They've been ordering the raincoats since the beginning of time."

it does sound alittle whiny to me to go to newsday about raincoats and a turtleneck . we were frozen and losing tens of thousands of dollars per year and never went to newsday but for a raincoat and a turtleneck, give me a break

I mean I am personally entering my 18th year total between the two jobs. Maybe Newsrag can interview me, I'll wear a raincoat and have my turtleneck showing.

Do not forget legally it was NIFA that froze us not the county and we did complain about being frozen. This is all on the county and the expense will be put out no matter what. It was just piss poor planning on their part.

This has happened before. In the dead of winter in the late early 2000s. Recruits came out for field training with out liners in their jackets, old vests. The police budget goes into the General Fund and no one says "boo" about it. Do you think the Department spends all that's in their budget? I wouldn't think so. Look at the equipment: cars, radios, vests, etc. We have to fight for every damned thing. Why?

Look at the equipment: cars, radios, vests, etc. We have to fight for every damned thing. Why? I don't know if it is still there, but a few years back I noticed in the police budget a $4,000,000 expense to Nassau Community College, allegedly as rent for police facilities (EVOC hanger and In-service bldg.). This is, on it's face, an outrage and, quite possibly, illegal. Imagine... one county agency paying rent to another for otherwise worthless facilities. This accounting "slight of hand" allowed the politicians to give more $$$ to Nassau Community but have it look like that $$$ went to the PD. The powers that be counted on the fact that most people do not complain when tax money went towards a then popular police dept.

I'd like to see the PBA, and other unions, bitch about real things... How about taking pictures and giving them to Newsday of the countless and numerous other real problems:
-- How about the leaking roof at HQ and the filthy carpet duct taped together in Main Office Detectives... I couldn't believe that when I was dropping off narcotics... -- How about all the lead based paint chipping away at the 1st Pct? -- How about the frequent feces back up at the old 5th Pct. basement? -- How about the mold issues at several of police facilities? -- Oh, not to mention the RMP issues --- lol...
In the 'real world' -- you know like businesses --- this is unacceptable and has civil lawsuit written all over it...
Feel free t o add REAL PROBLEMS other than raincoats & turtlenecks...

Sounds stupid but this is a common practice in public and private. Wife works at a local private college and as an example.. If she needs security for an event, her dept is charged by the security dept.
