It's pretty simple to explain... This is a return on investment theory at work here. I've heard nothing of a 'conspiracy theory' of guys/gals getting together to pull out of the PBA. It basically comes down to, "Am I getting a decent return on my investment for being a partial or an associate member of the PBA?" People, even the ones at top pay, are consolidating their expenses with the freeze.
Other - secondary reasons, which I've heard, but are related to the above --
-- No access to retirement specialist L.A. -- Endorsements or non endorsements of particular political candidates. -- Since the PBA is spearheading the fight against the County it's been heard that they are frustrated with the civil action (sent back to NYS Courts) and lack of vigor in fighting the County publicly. Basically, the trickle down theory here. -- I've heard guys/gals are frustrated with their own union problems and lack of fight from them so why pay both if you dont have to?

"Carver has said that six officers from the new police class that graduated in December are preparing to return to the New York City Police Department because the freeze holds their Nassau salaries at $34,000. Kaiman notes in his memo that no police have put in for promotion to detectives this year because of the freeze, "resulting in the detective ranks diminishing to dangerously low levels."
Something else to keep an eye on. Seems like there is no incentive to be a Detective anymore. No pay increase, alternating day/night chart, extra union dues (if you kept an associate membership to the PBA), 10 hour tours so more appearances. Good luck selling that to a patrol cop making 500+ hrs SRC.......
